Summary, etc. Flooding remains one of Malaysia’s most recurrent and destructive natural disasters, frequently disrupting development activities and threatening infrastructure resilience, particularly during the pre-construction and construction phases of development projects. Despite various national policies and guidelines, such as the Manual Saliran Mesra Alam (MSMA) and the Sendai Framework for Disaster Risk Reduction, current flood risk management (FRM) practices remain reactive, fragmented, and inadequately integrated into project planning and execution. The lack of a contextual and phase-specific FRM framework heightens the vulnerability of development sites to flash floods, especially in rapidly urbanizing regions. A critical gap exists in systematically identifying and prioritizing flood risk factors specific to different phases of development. Prior research has largely overlooked the multidimensional interactions among site characteristics, engineering practices, and regulatory constraints during the early stages of project development. Moreover, the application of multi-criteria decision-making tools, such as the Fuzzy Analytical Hierarchy Process (FAHP), is limited in its ability to incorporate expert judgment and address the inherent uncertainty in flood risk evaluations. This research aims to develop a Flood Risk Management Framework for development projects, focusing on the pre-construction and construction phases, with the objective of integrating flood vulnerability assessment into planning and mitigation strategies. The study employed a mixed-methods approach, beginning with a literature review and content analysis, followed by semi-structured expert interviews, and finally applying FAHP to prioritize flood risk factors and sub-factors. The resulting Flood Vulnerability Risk Index (FVRI) was constructed based on expert consensus and validated through triangulation. Findings revealed that flood vulnerability varies significantly across project phases. Key prioritized sub-factors included Best Management Practices (BMPs), construction practices, scheduling, and stormwater management. The FVRI serves as a quantitative tool to assess site-specific flood risks and provides a practical mechanism for embedding FRM considerations into regulatory approvals and design decisions. This study contributes a novel, empirically validated framework that aligns with Malaysia’s disaster risk reduction goals. It bridges the gap between policy and practice by providing a structured methodology for prioritizing and operationalizing flood risk factors. The research advances knowledge in both flood risk science and construction project management, offering new insights into how development projects can become more resilient through proactive planning. Future research may explore integrating GIS-based spatial data, machine learning models, and climate projections into the FVRI for real-time applications. The findings and framework have practical relevance for policymakers, engineers, urban planners, and developers, ultimately promoting sustainable, disaster-resilient development across Malaysia.
