Summary, etc. Many reported cases of occupants in Malaysian office buildings face health issues, negative impacts on well-being, and productivity loss. Although the U.S. WELL Building Standard (WELL, v2) was developed to focus on building occupants, it is universal and applicable to all building types. Additionally, office buildings have distinct groups of occupants and functions that require additional attention. Hence, this research aims to develop a WELL-Based Assessment Framework, comprising a Well Model and a Well Assessment Tool to support occupants’ health, well-being, and productivity in Malaysian office buildings. The developed Well Assessment Tool is used to assess office buildings with score consistency. To achieve this aim, the first objective is to identify indoor environment features that support occupants’ health, well-being, and productivity. Semi-structured interviews with 23 participants working in Malaysian office buildings. 30 indoor environment features of office buildings were identified. This is one of the first studies that captured views directly from office occupants related to the indoor environment of Malaysian office buildings. In the second objective, a questionnaire survey was used to determine significant features to support health, well-being and productivity. The mean ranking technique identified 17, 12, and 20 significant features to support health, well-being and productivity, respectively. The features across the three categories are prioritised differently in the ranking. The overlapping analysis identified 11 significant features that collectively support health, well-being, and productivity. The single dataset was mapped against WELL v2. 19 features listed in WELL v2 were identified and grouped according to the WELL concepts. 12 features absent from the WELL v2 were identifed as new features and grouped into new concepts. Those features and concepts were established into two Well Models with Thematic Analysis and Exploratory Factor Analysis (EFA), validated by Confirmatory factor analysis (CFA). Structural Equation Modelling (SEM) is applied to examine the influence of the newly developed concepts on the existing WELL concepts of the two models. Well Model 1, which consists of all the significant features, is selected for this research. The third objective develops and validates the Well Assessment Tool with a quasi-experiment. 67 participants, including the developer, consultant, and contractor, participated in the quasi-experiment. The SUS Score, indicates that the proof-of-concept tool is highly marginally acceptable by the participants. The results showed that the assessment of indoor environment office buildings with the tool has higher score consistency, confidence, and satisfaction levels than without a tool. The post-experiment results revealed that participants were more supportive of using the tool in the local context. The Well Assessment Tool yields consistent scores for different office buildings among project stakeholders and demonstrates accurate scores across the building lifecycle. The novelty of the developed WELL-Based Assessment Framework is reflected in the Well Model and Well Assessment Tool, which serve as a foundation for Malaysian policymakers to establish a national standard supporting occupants’ health, well-being and productivity in Malaysian office buildings.
