Summary, etc. Unethical behaviour intention among working young adults poses a serious challenge to national development, as this group represents the future leadership of society. However, empirical study on unethical behaviour intention among working young adults in Malaysian local authorities remains limited, particularly studies that integrate the Theory of Planned Behaviour (TPB) and the Fraud Diamond Theory (FDT) within a single model. Therefore, this study aims to identify the level of unethical behaviour intention among working young adults in Malaysian local authorities. In addition, the study examines the relationships between attitude (greed), subjective norms (parental discipline and attachment, and peer influence), and perceived behavioural control (financial pressure and financial capability) and the intention to perform in unethical behaviour. Furthermore, this study examines the moderating effect of religiosity on the relationships between greed, parental discipline and attachment, peer influence, financial pressure, financial capability and the intention to perform in unethical behaviour. Data were collected through an online self-administered questionnaire using multi-item Likert-scale instruments distributed to working young adults aged 21 to 40 employed in Malaysian local authorities. A total of 209 usable responses were analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM). The findings indicate that parental discipline and attachment, peer influence and financial pressure significantly predict unethical behaviour intention. In contrast, greed and financial capability do not have a statistically significant relationship with unethical behaviour intention. The results also show that religiosity does not moderate any of the proposed relationships. Based on these findings, local authorities are encouraged to strengthen organisational ethics initiatives by emphasising peer-based accountability mechanisms, such as ethical peer mentoring, team-based ethics discussions and secure reporting channels. Ethics considerations should also be integrated into human resource practices, including performance appraisal and leadership development programmes. Collaboration with families and community institutions is recommended to reinforce positive values shaped through parental discipline and attachment. Addressing financial pressure through employee welfare support and fair compensation policies may further reduce vulnerability to unethical behaviour intention. Collectively, these measures may assist local authorities in fostering ethical organisational environments and promoting ethical leadership among working young adults.
