It is crucial for the engineers to identify the defects and also the restoration and rehabilitation of pavements. Rehabilitation describes all the methods and techniques used to prolong pavement life by slowing its deterioration. The performance of a pavement is directly tied to the timing, type and quality of the maintenance or rehabilitation it receives. In the past, pavement were maintained, but no managed. The pavement engineer’s experience tended to dictate the selection of maintenance and repair techniques with little regard given to neither life cycle costing nor priority as compare to other requirements in the network. There are three objectives of this paper; to identify the main types of pavement defects that frequently occur, to identify the factors of pavement defects and also to identify the optimum rehabilitation based on their priority level. In achieving these objectives, there were stages of methodologies involves. The data collection had been done through the literature reviews involving the general, primary and secondary sources. Industrial visits also had been done to the state and district PWD, Road Care Sdn Bhd, MTD Infraperdana Bhd in order to distribute the questionnaires and to obtain the supplied data by the authorities through interviews. The gathered data and information then had been analyzed by using the Analytical Hierarchy Process (AHP) application. AHP is a theory of measurement through pairwise comparison. It is a tool in helping the decision making system. The data had been analyzed in terms of the weight of priority ranking by starting with the hierarchy diagram. The results obtained from the implementation of Expert Choice 2000 software. From the results calculate and synthesized, is had been determine that for cracking, the optimum rehabilitation is cracks and joints seal with index 0.602, for surface deformation, it is bituminous surface treatment with index 0.710, for surface defects, applying hot sands with index 0.489 and lastly for potholes, 0.488. From these rehabilitations, the one most optimum that can be determine is bituminous surface treatments with 0.710 as it is the highest values. In the future study, the scope of area should being focused to a larger and broad range of area in order to make it more precise and accurate. The documented findings should be kept in a digital or software-based system as it would become a great benefit for the future use. Furthermore, this study on rehabilitation for pavements should be expanded and more effective tools to determine the defects should be enclose in the future use. Lastly, the Malaysian government need to play an active role in maintaining the pavements in Malaysia either it is in the rural or urban area.
