Dissertation note: Thesis (Master of Science) -- Universiti Malaysia Pahang – 2023 Abstract: In the political history of Malaysia, the issue of the Islamic state is one of the controversial and seemingly endless issues. The issue of this Islamic country has not only sparked endless debates and conflicts between Muslims and non-Muslims but has also dragged on debates among Muslims. This dispute is not only focused on the brand of the Islamic country but is also seen as a goal and a differentiating factor between Islamic parties and vice versa, but also revolves around things that surround it such as concepts, characteristics, definitions, interpretations, scope and even strategy in filling an Islamic country. This analytical study focuses on the study of the Islamic state concept of PAS to unravel the question of what exactly the idea and concept of an Islamic state is initiated by PAS by analysing the Islamic State Document that was published by PAS itself in 2002. This study will also analyse the extent to which PAS's efforts in translating their idea of an Islamic state into policy, strategy, policy, and implementation by focusing on the vision of “Wawasan Induk Negara Sejahtera (WINS)”, the “Dokumen Hijau” policy, and the political approach of “Budaya Politik Matang dan Sejahtera” (BPMS) that PAS has created as their product to offer to the country and the people. This study which uses a qualitative approach has involved interviews with some of the main leaders of PAS, AMANAH, consulting experts in Islamic political science, and state government leadership under the PAS government. Overall, the research that has been carried out using the technique of document analysis, observation, and semi-structured interviews found that PAS has indeed formulated a general and clear concept and idea of an Islamic state. However, from the aspect of implementation, it is only implemented indirectly in the administration controlled by PAS and cannot be implemented directly and clearly as they have envisioned in the Islamic State Document.
