Dissertation note: Thesis (Doctor of Philosophy) -- Universiti Malaysia Pahang – 2023 Abstract: This study aims to explore the relationship between lean management and human resource management practices in improving operational performance in Malaysia's public sector. The research problem stems from inconsistent service quality and customer dissatisfaction with service time, among other issues. Using a quantitative approach and survey questionnaires, data was collected from 447 respondents across 151 local authorities in Malaysia. The study found that prioritizing problem solving and aligning rewards and incentives can lead to greater performance in Malaysia's public sector. The study contributes to the body of knowledge on the importance of human resource management practices, and the impact of lean management on operational performance through the support of resource-based view theory perspective. The study also provides valuable contributions by focusing on Malaysia's public sector, emphasizing the importance of human resource management practices in developing human resources, and verifying 4P dimensions of lean management. Recommendations for future research include replicating the study with a larger sample size, exploring case studies or longitudinal methods, and investigating the insignificant relationship of this study in different research or industrial settings. The study's framework, survey questionnaire, and findings serve as a valuable reference for lean management research worldwide.
