An 18th force typhoon was formed on the sea as a result of global warming. After it had made a clean sweep of Taiwan, it suddenly attacked the mainland of China. A city with a population of one million was confronted with a huge disaster. Where would the change-able typhoon land? Could the dam withstand the typhoon? Would all the people of one million make an emergency withdrawal? At the critical moment, a small boat was running towards an island againts billows. Calls for helpcame from the isolated islet - a pregnant woman was in mortal danger with massive hemorrhage. What decision should the mayor make in face of the unprecedented disaster? What lessons should human beings learn from this natural calamity?
