Dissertation note: Project paper (Bachelor of Civil Engineering) -- Universiti Malaysia Pahang - 2007 Abstract: Pavement is an enormous investment of a country. The lack of maintenance will lead to the reconstruction process which will cost higher than the first time of construction. By using the conventional method, the management is actually facing the hidden cost for proper management. The use of Pavement Management System (PMS) will make the maintenance of the roadway asset planned, designed and carried out in the knowledge that the road is there to provide high level of service to users who expect their need to be met even when activities are being carried out on the network. PMS is a set of tools or method use to assist decision-maker in finding optimum strategies for providing, evaluating and maintenance pavements in a serviceable condition over period of time. As a whole, pavement management includes all activities involved in planning and programming, design, construction, maintenance and rehabilitation of the pavement element of a highway. This study is done in order to recognize the normal practice of pavement management system in Kuantan, to identify the critical problem of pavement management system that exist in Kuantan and to use Statistical Package for Social Sciences (SPSS) 2006 Professional Edition software in data analysis. Through detailed reading and questionnaire distributed to Jabatan Kerja Raya (JKR) Cawangan Jalan Kompleks Tun Abdul Razak and Semambu Branch, the normal practice of pavement management system and the problems encountered is defined. From the analysis, it can be concluded that .TKR is using conventional method in managing the pavement hut still, the usage of new software is there. They are using Highway Development and Management System (HDM-4) for other alternative. The critical problem of PMS that occurred in Kuantan is the development of PMS is very costly and usually takes long period to produce tangible result. -Author
